The first 'Conqueror of Shura' film.

After World War II, in Hiroshima, the Yakuza clans start a war for control of the city.

In the winter of Showa 62 (1987), the muddy conflict between Japan's largest organized crime syndicate, the Kobe Yamagagumi, and the Seiwakai—commonly referred to as the "Yamasei War"—seemingly came to an end. Tadokura (played by Yoshiyuki Yamaguchi), a member of the Sakado-gumi under the Yamagagumi, spent his days consumed by relentless work, harboring unresolved emotions. Amidst this, Shimamura, the Sakado-gumi's second-in-command, is killed in a hitman's ambush. Little did they know that this brutal act would spark a bloody cycle of retaliation that would shake not only the Yamagagumi but also the entire Kansai yakuza world to its core. A complete cinematic depiction of this intense gangland war!

Ryuji Hoshikawa (played by Ken'ichi Endô), the leader of the Hoshikawa group and an executive of the Saito group, a branch of the Asahikawa Sekine Association, grew increasingly distrustful of the group's leader, Shigezo Saito (played by Johnny Okura), after being removed from his role as acting head of the Saito group. As a result, he abandoned his parent organization and his family, ultimately accepting the ceremonial sake cup from Tetsuya Kishimori (played by Kentaro Shimizu), the leader of the Kishimori group, which belongs to the massive Kinjokai organization based in the Kanto region.

An incident occurred where a member of the Sannokai who sparked a dispute at the gambling house was shot dead by a member of the Umeyama group dividing the place. This is the beginning of the "Osaka War" that shook the world of Japanese gangsters.

After the fierce conflict, the sand group and the dragon party were under the control of the same Kanto Ichienkai. One day, Kuroki, the driving force behind the end of the war, returned in the shape of a sword. At the dragon party, Odashima, who was Kuroki's younger brother, sprinkled a shab of the law on the sand group Shima and began to harass him. Hitoshi and Yoshiro, who realized that the aim was the Shima of the sand group, immediately talked to Odashima.
